- Travel Safe in Minnesota This Christmas
While a white Christmas means fun in the snow for some, it means delays, headaches, and treacherous travel for those of us hitting the road or taking a plane.
Before you set off, check road conditions with the Minnesota Department of Transportation (who are currently recommending no travel unless absolutely essential) 511 Traveler Information site, or by calling 511.
Airline passengers can check their flight status from Minneapolis-St. Paul airport. Several flights have been canceled today and if conditions don't improve, it's likely more will be delayed or canceled too.
If you do travel, make sure your car is ready for the journey, allow plenty of extra time for your trip, take it easy, and be prepared for the possibility of being snowed into your car by carrying a winter car emergency kit with you.

- Live in Wisconsin, Work in Minnesota? Bad New For Tax Time
If you live in Hudson and work in Minnesota, or if you live in Woodbury and work in Wisconsin, you'll be experiencing another headache at tax time next year.
Minnesota and Wisconsin, until now, had a reciprocity agreement where taxpayers who lived in one state and worked in the other only had to file one state tax return. Now, the two states have fallen out and those who cross state lines to go to work will have to file two tax returns, one for the state they live in, one for the state they work in.
Until January 1, 2010, taxpayers who cross state lines to work pay income tax in their home state, and then the home state will reimburse the state the taxpayer worked in.
Three times as many taxpayers live in Wisconsin and work in Minnesota than the other way around, and Wisconsin collected more income tax, so Wisconsin repaid Minnesota the extra tax it collected.
It took Wisconsin about 17 months to calculate the amount and pay Minnesota, and despite talks between the states, ultimately Governor Tim Pawlenty decided that it wasn't fast enough, and Minnesota officials ended the reciprocity agreement. It adds up to some $131 million for the 2010-2011 budget cycle and should go some way towards balancing Minnesota's precarious budget.
No Minnesotans will pay more tax once the agreement ends, but some unlucky Wisconsinites will.
This year, you'll file one state tax return as usual, but next year, you'll have to file one state tax return for Minnesota, and one for Wisconsin. Sigh.

- Seattle, Washington, Top Minneapolis as America's Most Literate City
Last year, Minneapolis was in joint first place and St. Paul was fourth in the league of America's most literate cities. This year, Minneapolis drops to third place, and St. Paul is seventh on the list. Seattle, Minneapolis' long-time rival for the top spot, is the outright winner for first place.
The rankings are calculated by calculating the education levels, libraries, internet resources, newspapers, magazines, and bookstores in a city.
What happened? In 2009, one of Seattle's major print newspapers, the Seattle Post-Intelligencer, went online only, leaving Seattle with only one print newspaper, the Seattle Times, with a circulation half that of Minneapolis' (beleaguered) Star Tribune. Minneapolis' public libraries, part of the Hennepin County Library system, have seen significant budget cuts and reduced hours at some locations. Minneapolis seems to be far less internet-literate than Seattle is, although some of that is due to one of Seattle's major newspapers being online only.
The rankings are very close, and it doesn't take much to switch up the top cities. Do you think we'll be back on top next year?
